In 2009, emergency workers used the Knickerbocker Liquor Locker in Hickson as a flood operations center because the building stayed high and dry while much of Cass County was swamped. Today, the bar’s owner, Mike Bice, is firmly opposed to a dam that would come with the proposed Fargo-Moorhead diversion because it would potentially place Hickson and Bakke, where Bice has his home, in the middle of a giant bath tub.
All that’s left of this southeastern North Dakota town is a bar, a church, a post office and about 55 people who call it home — but if floods like the ones that hit last spring begin to rise again, it could be destroyed.
Cass County homeowners are frustrated with the process for buying out flood-damaged homes. County engineer Keith Berndt said only 10 of the 107 insured homes on the county’s application list qualify so far. The county is working with the Federal Emergency Management Agency to increase that number.
One of the two men who drove snowmobiles over the dam on the Red River on March 14 on the north side of Grand Forks and East Grand Forks has filed a claim for $50,000 from the city of East Grand Forks for what his attorney said are injuries due to negligence by the city in the incident.
