Conservatives who say welfare recipients should have to pass a drug test to receive government assistance have momentum on their side. The issue has come up in the Republican presidential campaign, with front-runner Mitt Romney saying it's an "excellent idea." Nearly two dozen states are considering plans this session that would make drug testing mandatory for welfare recipients, according to the National Conference of State Legislatures. And Wyoming lawmakers advanced such a proposal this week.
Benjamin Gordon Ewing, 19, is accused of breaking into a Grand Forks County office twice to interfere with court-mandated drug tests. Once he allegedly stole his urine sample and a second time he allegedly stole all the county's drug testing kits. The drug testing was required after he was charged with three drug-related felonies.
Restrictions have been relaxed for nonviolent criminals like burglars, drug offenders and swindlers under a new law that aims to shrink the prison population by reducing the number of minor parole violations that send ex-cons back to prison.
