RALPH KINGSBURY
I recently wrote a column criticizing the amount of tuition waivers at North Dakota State University during the presidency of President Joe Chapman (“No way to run a school,” Page B1, Jan. 16). The criticism was directed as much at the State Board of Higher Education and the system staff as it was at the administration of NDSU.

North Dakota reports a decline of slightly less than 4 percent in taxable sales and purchases for the second quarter of 2009 when compared to the second quarter of 2008.
