Grand Forks found a lump of coal in its Christmas stocking this year. Well, it actually was an IOU for about $1 million in unpaid rent from Cirrus Aircraft for the city-owned production facility located in the industrial park.

North Dakota reports a decline of slightly less than 4 percent in taxable sales and purchases for the second quarter of 2009 when compared to the second quarter of 2008. That is not much, and with the rainy day fund written into law, there is no danger of running out of money in the current biennium.

North Dakota economy slows but doesn't stop
The tables displayed this month document what I consider to be the most significant change ever in the North Dakota tax system. It is a change I have long argued for.
