OUR OPINION: Demand strict audits of Legacy spending 
Made constitutional writ by a referendum in 2008, the Legacy Amendment will pour millions of dollars a year into wildlife habitat restoration and enhancement.
The spending will take place outside of some normal legislative channels. That’s all the more reason not only to make smart decisions up front, but also to check and double-check the actual spending that results.

A new federal law gives military and other overseas voters 45 days to deal with mail-in general election ballots, but a September primary election leaves too little time to prepare for the general election. Several Minnesota lawmakers plan to move a bill through the 2010 Legislature soon after it convenes Feb. 4.
