Earlier this month, the state of North Dakota received another extension from the federal government, putting off for another year compliance with a 2006 law setting national standards for sex offender registration.
COTTAGE GROVE, Minn. – Angela M. Tschida, the 14-year-old Cottage Grove girl who police think left town with a 36-year-old sex offender, gave friends no indication she was troubled or planning to run, said friend Cole Bertram.
A registered sex offender attacked 14 women and killed 11 of them, leaving their remains in and around his home, a prosecutor said Tuesday in announcing a grand jury indictment against the suspected serial killer.
