DOT: Second interstate bridge recommended 
State transportation officials are recommending a new two-lane interstate bridge be built over the Mississippi River, next to the existing span in Winona which has been listed as structurally deficient.

Two apparently unrelated searches for autistic boys in Wisconsin ended with opposite outcomes Wednesday as one was found dead in a Dane County retention pond and the other was discovered safe along the banks of the Mississippi River in Pierce County, authorities said.

Mississippi expected to crest at Aitkin, Minn., Thursday 
Mayor Gary Tibbitts says the sewage plant and power transfer station have been sandbagged. Emergency pumps are on standby and the dike around the city is holding. He says some roads in the community of 2,000 remain closed and some farm homes on the outskirts of the city are virtual islands with hay fields under water.

3 Twin Cities Mississippi River locks closed 
The U.S. Army Corps of Engineers is closing three locks in the Twin Cities to recreational boats Friday because of rising water on the Mississippi River. The Corp says it expects to close the locks to commercial traffic sometime this weekend.

The Winona City Council has approved a permit to allow a local trucking company to ship frac sand through the city's commercial barge dock on the Mississippi River.

Kayakers stranded, rescued on Mississippi island 
The sheriff's department and a Department of Natural Resources officer launched a rescue boat and retrieved the two male kayakers, ages 16 and 21. They told authorities they had trouble controlling their kayaks in the swift-moving river and ended up on the island, calling for help.

Crews searching for Winona man who fell into river 
Crews are still looking for a Winona man who went missing after he fell off a boat into the Mississippi River. Winona County Sheriff Dave Brand has said two men were boating about 4 p.m. Thursday when Ralph Andring fell into the river. The 57-year-old was not wearing a life vest. The other man threw one to him but he couldn't reach it.

Officials still seek info on baby found in Minnesota river 
Investigators still need help finding the parents of a baby girl whose body was found in the Mississippi River near Winona last Labor Day. The Bureau of Criminal Apprehension says Thursday that an autopsy did not show how the baby died, but did provide DNA.
