If cost-sharing on a shared wastewater treatment was based on population, East Grand Forks residents would pay 14 percent. If it was based on flow volume, East Siders would pay 10 percent. But, according to a detailed cost analysis by a local engineering firm, they would have to pay only 5 percent.
