OUTDOORS NOTEBOOK: Obama proposal boosts refuge system funding; Rutland, N.D., hunter bags pheasant prize etc.
The National Wildlife Refuge System would get a boost in funding next year under the budget President Barack Obama has proposed for the U.S. Fish and Wildlife Service in fiscal year 2013. Obama on Monday proposed a budget of $494.8 million for the operation and maintenance of the refuge system in 2013. That represents an increase of $8.8 million from 2012.

After Jeff Luptak flew from North Dakota to St. Paul with a 3-1/4-inch nail sticking out of his head, doctors told him the obvious: It needs to come out. Luptak seemed more concerned about the baseball cap the nail had pinned to the top of his head beneath his sweatshirt hood.
