A second step in speeding up state-issued permits to businesses looking to expand or build in the state became law Monday. The law builds on one enacted a year ago to set a 150-day goal for the Department of Natural Resources and Pollution Control Agency to issue construction permits. Those agencies must issue permits before many business projects may continue.

A Minneapolis man has been sentenced to two years in prison for smuggling parts of AK-47 rifles from the U.S. to Paraguay — disguised in a box that was said to contain T-shirts. The Minnesota House approved a bill Thursday that would prevent the deduction of union dues or fees from state child care assistance funds. The bill passed 74-55, mostly on Republican support. Gov. Mark Dayton wants child care providers to be able to vote on whether they want to unionize. A court hearing on the constitutionality of his executive order is slated for Feb. 22.
