State legislatures often make mistakes. Some people believe the U. S. Supreme Court is wrong all of the time. Congress passes laws with pages missing. Therefore, it should not be civic heresy to allege that the North Dakota Supreme Court was wrong in ruling that home rule cities may not impose traffic fines that exceed those prescribed in the general laws of the state.
