Work is about two-thirds finished on a 2,000-foot sand and concrete dike to keep the rising St. Croix River out of downtown Stillwater, Minn. This morning’s update from the National Weather Service put the river at 83.5 feet, with a predicted rise to flood stage of 87 feet by Tuesday and nearly 88 feet by Thursday.
