Travel has been hampered in parts of the Dakotas as the states get their second measurable snowfall in a week and icy roads were blamed in a fatal accident north of Bowman, N.D. North Dakota officials have reopened Interstate 94 from Mandan to Dickinson. I-94 had been closed earlier today because of trucks blocking the road.
