State Board of Higher Education members voted 7-1 Thursday to approve a plan that establishes tuition increase maximums at each campus ranging from 2.13 percent at Lake Region State College in Devils Lake to 6.63 percent at Williston State College.

Dr. Jerome P. Hager, 89, Coon Valley, WI, died Saturday, May 4, 2013 in The VA Medical Center of Tomah, WI.
Jerome P. Hager, M.D. Ph.D. was born July 15, 1923, the youngest of 7 children, to Martin A. and Nekoline Hager in Northgate, N.D. First and foremost, he was an accomplished trombonist, his mother allowed “Jerry” his Saturday night “Jerinites” dance band gigs only if he sang every Sunday at United Lutheran Church where he was confirmed. Douglas Robert Patenaude
Douglas Robert Patenaude, age 52, of East Grand Forks, MN, died at his home late Saturday evening, May 4, 2013, of natural causes. Doug had been in ill health for several years. He was born in Crookston, Minnesota on August 22, 1960, the son of Robert Dean and Ellen Theresa (Fortier) Patenaude. He was baptized and confirmed at St. Anne's Catholic Church, and received his education at Carmen Elementary School, Highland Middle School, and Central High School, graduating in 1978. He earned an Associate Degree in Mechanics from Bemidji (MN) Technical College, and later in life a Bachelor of Science Degree from the University of North Dakota in Grand Forks. As a 17-year old high school junior, Doug enlisted in the National Guard. In 1980, he was inducted into the U.S. Air Force where he served in Korea and at several United States Air Bases. In 1989, Doug was critically injured in a bicycle/car accident while stationed at Hill Air Force Base, Ogden, UT. Subsequently, he received a medical discharge from the Air Force in 1990 with the rank of SSG-T. After several months of very specialized hospital care in Salt Lake City, UT, he was transferred to the VA Hospital in Minneapolis. With additional recovery time, Doug was able to return to Crookston to live with his parents. He later purchased a home in East Grand Forks, and had been living independently to the present time.
In spite of physical limitations, Doug lived a full and active life. He was a devoted member of Sacred Heart Catholic Church in East Grand Forks, where he served as a Eucharistic Minister and participated in the Men's Prayer Group. He was a member of East Grand Forks VFW Post 3817 and East Grand Forks American Legion Post 157. Doug was especially proud of his Life Membership in the DAV (Disabled American Veterans), and the distinction of serving as North Dakota Commander during 2004-05. He enjoyed visits with his mother, and time spent with brothers, sisters, nieces and nephews. The camaraderie of fellow Air Force veterans, and those who served in other branches of the military, played a large role in Doug's life, and he was very proud of his service to his Country.

Delano Hafter Einess
Delano Hafter Einess, age 79, of Sarasota, Florida, formerly of Edina, Minnesota, passed away on Monday, April 29, 2013. Del was born in Fosston, Minnesota, to Joseph and Hilda (Egeland) Einess. He graduated from Climax High School in 1951 and obtained undergraduate and law degrees from the University of North Dakota. He was also a veteran of the United States Army, serving in Germany. After graduating from law school, Del, with the assistance of his wife Maylu, started a law practice in Enderlin, North Dakota. A short time later, they moved to the Twin Cities area when Del accepted a position as a real estate executive with Standard Oil. Most of Del's career, however, was spent as a successful real estate developer and entrepreneur. He developed many commercial properties over the course of his career including shopping centers, medical buildings, and Perkins restaurants. His love, generosity, and friendly disposition will be sadly missed. Del leaves behind his loving wife of 54 years, Maylu; three children, Jon (Susan) Einess, Ward (Patrick Sullivan) Einess, and Nancie (Brad Bridwell) Einess; one grandchild, Isabelle Einess, all of Minneapolis; and a brother Glendis "Glen" J. (Lucy) Einess of Bloomington, two sisters-in-law, Joan Erickson and Catherine Johnson and several nieces and nephews. Del is preceded in death by his parents, Joseph and Hilda Einess, his sister, Yvonne, an infant brother, Warren, as well as sisters-in-law LaVonne Chapman and Betty (Tracy) Barber. A memorial service celebrating his life will be held on Friday, May 10, 2013, at 6:00 pm, at the Lake of the Isles Lutheran Church, 2020 West Lake of the Isles Parkway, Minn

Michael A. Hillman
Michael Arthur Hillman, 36, Newport Beach, CA, passed away on Saturday, April 13, 2013. He fought a courageous battle against cancer for 3 ½ years. Mike was born March 10, 1977 in Fargo, ND. His parents are Margaret (Brett) and Arthur Hillman of Grand Forks. After graduating from Red River High School in 1995, he went on to earn a degree in civil engineering from the University of North Dakota. He later earned his MBA degree from the University of Minnesota.
After graduating from UND, Mike went to work for MNDOT in Minn. He then joined the firm of TKDA Engineers, Architects, and Planners of St. Paul, MN. He transferred to Southern CA in 2007 to start up their Irvine office working primarily with the railroads. Mike loved gathering with family and friends. He was an avid fan of hockey, especially UND hockey. He had a wonderful sense of humor. He was compassionate, generous, and always willing to try something new. He was involved in the Big Brother/Little Brother program in MN and CA. He loved to hunt and fish with his dad and friends. With Mike there was always a light at the end of the tunnel. He could find a glimmer of hope in the most difficult of situations. On April 13, 2012, Mike was united in marriage to the love of his life, Lindsay Laughbon, in Newport Beach, CA. Survivors include his wife, Lindsay Hillman, Newport Beach, CA, his parents Art and Maggie of Grand Forks, his beloved French bulldog, Kota, several aunts and uncles and many cousins. He will be missed by all. He was preceded in death by his grandparents, Eldon and Anna Hillman and Jim and Carrie Brett; his uncle, John Brett, and his cousin, Ryan Hillman.

Marv Bossart, whose broadcast career spanned more than four decades and made him a fixture on TV screens in the Red River Valley, was remembered by family and colleagues Tuesday as a consummate journalist who also knew the importance of a good laugh. Bossart, who died Tuesday at the age of 79, had battled Parkinson’s disease for several years.

The Rev. Gerald L. Potter, 85, Priest of the Diocese of Fargo passed away Sunday, April 21, 2013 in Prairie View, 4000 Valley Square in Grand Forks.
Gerald L. Potter was born July 15, 1927 in Minneapolis, MN the son of Joseph A. and Mary Eileen (Uriell) Potter. He attended St. Bridget’s Grade School, De LaSalle High School in Minneapolis and St. John’s Preparatory High School in Collegeville, MN. He graduated from St. John’s University in 1949 with degrees in English, Philosophy and History. During his college years, he was known for his theatrical role of Hamlet. He studied Theology at St. John’s University, Collegeville, MN and graduated from St. Bonaventure Seminary, in New York. He was ordained a Roman Catholic Priest for the Diocese of Fargo on June 5, 1954 in the Cathedral of St. Paul, St. Paul, MN. Fr. Potter was assigned as the Parochial Vicar of St. Mary’s Cathedral and instructor of Religion at Shanley High School in Fargo, ND. During this time, he became Parochial Vicar of St. Paul’s Newman Center, North Dakota State University and Editor of the “Catholic Action News”. Fr. Potter was assigned as the Parochial Vicar of St. Thomas Aquinas Newman Center, University of North Dakota from 1957-1960. During the summer months, Fr. Potter pursued advanced theological studies at the University of Notre Dame; eventually receiving a Master of Arts in Early Christian Literature.
