The lockout of union employees at American Crystal Sugar Co. is entering its ninth month, but it's mostly quiet outside the company's processing plants. About 1,300 employees in North Dakota, Minnesota and Iowa have been locked out since Aug. 1, after union workers rejected a company contract offer. No further talks are scheduled.

But Pete Anderson, president of both the local KodaBank and the town’s economic development board, sees it differently. “I think it’s more like if you don’t have a restaurant, you’re not a town, because then you don’t have a social gathering place,” he said.
