User fees dominated the Minnesota Senate’s Vikings stadium construction debate Tuesday. Senators rejected a plan 35-30 to replace stadium construction funding with user fees. They had voted 34-33 to accept the amendment, but rejected it after a member asked for senators to vote again.

Author Jesmyn Ward has lived all over but keeps returning to DeLisle, Miss
Jesmyn Ward was struggling. Despite two master’s degrees and five years of work experience, her job situation was difficult: She commuted an hour each way to a low-paying college teaching job. In her writing career, things were even worse. She sent out stories and got back rejection letters. Her agent tried and failed, and tried again, to sell her book. On Nov. 16, 2011, the not-quite nursing student’s “Salvage the Bones,” a novel about a poor African-American family whose rural Mississippi home stands in the path of Hurricane Katrina, won the National Book Award for fiction. Because of the award’s prominence, her publisher Bloomsbury ordered an additional 50,000 copies the very next day, tripling its print run.

OUR OPINION: The case against Measure 2
Two prosecutors cross-examine the measure, which would ‘radically change’ the North Dakota Constitution.
In all of the commentary on Measure 2, the critiques by two state’s attorneys stand out. Maybe that’s because the prosecutors are used to dismantling testimony and making witnesses squirm on the stand. In any event, the cases are worth reviewing, especially because they’re just about unanswerable. So, if you want to learn more about a proposal whose supporters casually discuss the possible layoff of 12,000 public sector workers, read on.

RYAN BAKKEN: Elections should use lottery tickets to boost participation
For the ultimate in suspense, look back to last month when the Mega Millions lottery jackpot reached $656 million. That would have been the ultimate door prize. Across the land, coworkers pooled their $1 bills to form lottery consortiums, with hopes of becoming instant retirees. The chance at vast riches drove 100 million people to buy Mega Millions tickets. That’s about half of the country’s adult population. So, what if a lottery ticket was free just for showing up at an election? Turnout would be astronomical, right?

Vikings stadium financing plan: It's complicated
A selling point for the Minnesota Vikings stadium plan, advocates say, is that it doesn't depend on general tax dollars. That would mean it doesn't put pro football in direct competition with money for public schools, nursing homes or other valued programs. How true that is is a key source of friction between stadium backers and opponents, and a concern for some lawmakers on the fence.

WILD: Next season shows promise through free agency and prospects
This season's end result was the same as the past three seasons: The Wild will be at home when the NHL playoffs start this week. But once the postseason wraps up, the team will begin what could be one of the most eventful offseasons in its 12-year history. The team is projected to have almost $19 million available under the salary cap (though the final figure will depend on how the NHL adjusts its cap for 2012-13). And a slew of prospects -- most notably 2010 first-round draft pick Mikael Granlund -- are expected to join the system.
