Oslo, Minn., has recently become an island after the flooding Red River cut off almost any land access to the city. But with Sunday’s full closure of North Dakota Highway 54, connecting Interstate 29 with the city, Oslo has become even more isolated. Scott Kosmatka, City Council member, said the highway was previously closed to nonemergency traffic. Now, even emergency vehicles are not allowed to drive on the flooded road because it was starting to wash out.
