Campaigns against tobacco use by teens have nearly halved the percentage of North Dakota high school students who report smoking cigarettes, from 40.6 percent in 1999 to 21.1 percent in 2007, according to the state Health Department’s Division of Tobacco Prevention and Control. But the percentage of students in grades 9 through 12 who report using “spit tobacco,” after falling from 15.1 percent in 1999 to 10.3 percent in 2003, appears to be on a slight uptick.
