Francis was born in Rugby, to Frank and Julia (Jundt) Brossart. He was the youngest of 11 children and graduated from Rugby High School in 1982. Francis attended North Dakota State University and graduated from Moorhead Technical Institute in 1986. He married the love of his life, Denise Moe in Fargo in 1986. They moved to Grand Forks after their wedding where he worked for Reliance Telephone for several years. Their son Franc was born in 1990. In 1994 they moved to Dickinson. Their son Tristan was born in 1996. Francis was employed at Consolidated Telephone in Dickinson for the last 16 years.
Francis loved spending time with his family including dogs Blu and Myles. He loved the outdoors, spending time camping, hiking, and hunting with his family. Hunting wasn't just about filling the tag to Francis, it was about enjoying the beauty of nature and spending time with his boys. His favorite vacation spot was the Black Hills of South Dakota where many fond family memories were made. The highlight of each summer was racing season and sitting in the stands cheering for his nephew. He had a great sense of humor and was always able to make people laugh with funny stories and jokes.
