Tony, a Shih Tzu puppy confiscated last week, is shown in a before and after photo. He, along with 18 other puppies, were taken from a rural breeder in Roseau County in February 2011 and cleaned up at the Pennington County Humane Society in Thief River Falls, Minn. The Roseau County Sheriff's Office is investigating.
