Former Grand Forks City Council member Neal Hensrud came up with the idea to paint smiley faces on the water tower near Demers Avenue and Washington Street. It was an attempt to add something cheerful to the city landscape during an economic recession, Hensrud said. But no one realized how much the structure now known as the Smiley water tower would mean to residents today. “You can't look at it and not smile,” Hensrud said. (Sarah Kolberg)
