Schurkey Swanke, Grand Forks, letter: ‘Speeding’ laws put revenue — not safety — first
“Speeding” in North Dakota essentially is a victimless crime; only the most extreme cases affect safety. Carelessness or negligence cause many times the harm, and usually excessive speed gets the blame. The single reason for increasing fines for excessive speed is to pick the pockets of motorists.By: Schurkey Swanke, Grand Forks Herald
