Rescuing Pepper: Authorities find neglected horse sought by distraught previous owner

The 8-year-old quarter horse mare, one of about 150 malnourished and ailing horses seized last week by Burleigh and Morton county authorities, was sold last year by Gary Bernhardt, of Bernhardt Quarter Horses in Milnor, N.D., to Bill Kiefer, owner of the ranches where the horses were seized.
