As the Red River floodwaters continue to recede, Grand Forks Mayor Michael Brown has rescinded an emergency order that authorized law enforcement to keep unauthorized people off the city's dike. The emergency order also pertained to people disturbing or tampering with temporary or permanent floodwalls or levees or other flood control measures in the city.

The emergency order was issued to protect the health, safety and welfare of residents and visitors and to avoid disturbing the city's flood fighting activities, according to a press release from the city.
