Dayton to act Thursday on business permit bill

ST. PAUL — Gov. Mark Dayton faces a deadline today on a bill that aims to speed up environmental reviews and permits for businesses.

The Democratic governor said earlier this week he wanted a few days to review the bill before making a decision. He already enacted parts of the bill by executive order.

But Democratic legislators objected to a measure that would allow businesses to commission or write their own draft environmental reviews. Those objections weren't enough to stop the bill from passing both houses of the Republican-controlled Legislature.

Top legislative Republicans say the proposal would tell businesses that the state aims to improve its business climate.

The bill would also set a 150-day goal for the Minnesota Pollution Control Agency and Department of Natural Resources to rule on permit applications.
